Of the measure فُعْلَى, from المَوْسُ [maṣdar of مَاسَ], so that the م is a radical letter, according to Lth.
Lth says that المَوْسُ is the root (تَأْسِيس, literally foundation) of المُوسَى, the thing with which one shaves; so the word is imperfectly declinable, because of the short feminine ا [written ى], without tanwīn.
Fr cites a verse [of obscene meaning] in which the word is made feminine.
Or it is from أَوْسَيْتُ رَأْسَهُ, meaning "I shaved his head", of the measure مُفْعَلٌ, so that the ى is a radical letter, as El-Umawee and Yz say; Aboo-'Amr Ibn-el-Alà inclined to think so, and therefore it is perfectly declinable, with tanwīn, when indeterminate.
Ibn-Es-Sarráj: or it is of the measure مُفْعَلٌ, because this measure is more common than فُعْلَى, and because it is perfectly declinable when indeterminate, whereas فُعْلَى is not so either when indeterminate or when determinate.
IAmb says that it is masculine and feminine, and both perfectly and imperfectly declinable.
ISk says that the approved way is to make it perfectly declinable; but he says that it is feminine [also, and if so it is imperfectly declinable].
It is related of A'Obeyd, in the Bári', that he said he had not heard it made masculine except by El-Umawee, who asserted it to be masculine only.
The plural, according to those who make it imperfectly declinable, is مُوسَيَاتٌ, and according to those who make it perfectly declinable, مَوَاسٍ.
The diminutive, in the sense explained above [not as a proper name, in which case it is مُوسَى only, without tanwīn, and has no connection with the same word meaning a razor], is مُوَيْسِيَةٌ [but by rule it should be مُوَيْسَى, like حُبَيْلَى] according to those who say هٰذِهِ مُوسَى, and مُوَيْسٍ according to those who say هٰذَا مُوسًى.
