The maṣdar is synonymous with وَسَنٌ. Or نُعَاسٌ means a languor in the senses arising from the heaviness [which is the sign that comes before] of sleep; or the beginning of sleep (discussed under وسن).

According to Az, its proper meaning is وَسَنٌ, or سِنَةٌ, without sleep. Or سِنَةٌ is in the head and نُعَاسٌ is in the eye. Or سنة is the vapour of sleep which begins in the face and then passes to the heart.

[A delaying of the payment of a debt, or the like, like the drowsing, or slumbering, of the dog]—مَطْلٌ كَنُعَاسِ الكَلْبِ

That is, continual: the dog is marked by much نعاس, and is used to opening his eyes only enough for guarding, doing this time after time.
