The direct object of قال (he said) — what is termed مَقُولُ القَوْلِ — must be a complete proposition, or a word implying at least one complete proposition, such as كَلَامًا, or a word signifying a command or the like.
It may also be a word denoting a sound, termed إِسْمُ صَوْتٍ, and it may be a verb; but it cannot be a maṣdar, as in عِبَادَةٌ.
[This is what is meant where] it is said in the Kashshāf: العِبَادَةُ لا تُقَالُ.

قَالَ لَهُ signifies خَاطَبَ له, قال عَنْهُ, رَوَى عنه, قال عَلَيْهِ, اِفْتَرَى, عليه, قال بِهِ, حَكَمَ به, and قال فيه اِجْتَهَدَ فِيهِ.

. The objective complement of قال , meaning He said, or what is termed مَقُولُ القَوْلِ , must be a complete proposition, or a word signifying at least one complete proposition, as كَلَامًا ; or a word signifying a command or the like; or a word significant of a sound, termed إِسْمُ صَوْتٍ : it may be a verb; but cannot be an inf. n., as عِبَادَةٌ .
