That is generally the case, though both sometimes occur in the one sense, the one that اقصر عنه usually bears.
he fell, or stopped, short in the affair—قصّر فِى الأَمْرِ
It means nearly the same as اقصر عنه: he fell short of accomplishing the affair; he fell short of doing what was requisite, or due, or what he ought to have done in the affair (عَمَّا كَانَ يَنْبَغِى or the like being understood). A very common meaning, implied though not expressed in the M.
And: he flagged, or was remiss, in the affair; the same as تَوَانَى.
Or قصّر means he left, desisted from, neglected, or left undone a thing, or part of it, from inability; while اقصر means he left it, or part of it, though able to do it.
he fell short of reaching, or attaining, it—قصّر دُونَهُ

the money for expenses fell short of what we required—قَصَرَتْ بِنَا النَّفَقَةُ
his hope fell short of what he required—قَصَّرَ بِهِ أَمَلُهُ
your mind, or wish, fell short of what was requisite in such a thing—قَصَّرَتْ بِكَذَا نَفْسُكَ
he acted meanly and sparingly with such a one in a gift—قَصَّرَ بِفُلَانٍ
It did not enable us to attain our object, meaning that they were unable to pay the expenses.
'Antarah says: [but today, hope has fallen short of extending to the meeting with you]
shāhidفَٱلْيَوْمَ قَصَّرَ عَنْ تِلْقَائِكَ الأَمَلُ
Said to one who has sought little, and a mean share or lot.
He fell short of what was required by such a one, or due to him. See مُقَصِّرٌ, and see two examples of قَصَّرَ بِهِ under أَزْرَى in art. زرى.

A poet says: [When the froth of the water left in the drinking-trough covers his nose, he refrains from it, turning to the clear, and raises his head]
shāhidإِذَا غَمَّ خِرْشَآءُ الثُّمَالَةِ أَنْفَهُتَقَاصَرَ مِنْهَا لِلصَّرِيحِ فَأَقْنَعَا
Or تقاصر منها here means he draws his neck back from it; and it is said that قصّر عنه has the meaning given above: he left it, or relinquished it.
the pain, and the anger, ceased from me; they left me—قَصَرَ عَنِّى الوَجَعُ
Also الغَضَبُ. Also قَصِرَ, which is written wrongly in copies of the K as قَصَّرَ.
[I ceased from it]—قَصَرْتُ أَنَا عَنْهُ

. The first is the same as صَيَّقُتُهُ, the second the same as قَارَبْتُ.
he made the gift scanty, or mean—قَصَّرَ العَطِيَّةَ
Maṣdar تَقْصِيرٌ. According to the TK the phrase is قصّر فِى العَطِيَّةِ, which properly means he fell short of what he ought to have done with respect to the gift; but though both phrases are doubtless correct, the first is the one indicated when it is said that التَّقْصِيرُ means إِخْسَاسُ العَطِيَّةِ.

I restricted the thing to such a thing—قَصَرْتُ الشَّىْءَ عَلَى كَذَا
