10.1and excite to lightness and unsteadiness, or unsettle, with your voice, when you can—وَٱسْتَفْزِزْ مَنِ ٱسْتَطَعتَ مِنْهُمْ بِصَوْتِكَ

and they were near to unsettling you from the land—وَإِنْ كَادُوا لَيَسْتَفِزُّونَكَ مِنَ الأَرْضِ

he incited him to foolishness, wrong conduct, and levity—استفزّهُ عَنْ رَأْيِهِ

It (fear) excited him to lightness and unsteadiness; it unsettled him.

In the Qur'ān 17:78; so explained by him. But some say the meaning is that they were near to frightening him so as to make him flee promptly from the land.

So as to make him swerve from his right sentiment, opinion, or judgement; like اِسْتَخَفَّهُ عن رأيه. Az; see the article خف.

وَٱسْتَفْزِزْ مَنِ ٱسْتَطَعْتَ مِنْهُم بِصَوْتِكَ وَأَجْلِبْ عَلَيْهِم بِخَيْلِكَ وَرَجِلِكَ وَشَارِكْهُمْ فِى ٱلْأَمْوَٰلِ وَٱلْأَوْلَـٰدِ وَعِدْهُمْ ۚ وَمَا يَعِدُهُمُ ٱلشَّيْطَـٰنُ إِلَّا غُرُورًا

"Lead to destruction those whom thou canst among them, with thy (seductive) voice; make assaults on them with thy cavalry and thy infantry; mutually share with them wealth and children; and make promises to them." But Satan promises them nothing but deceit.

17:76

Their purpose was to scare thee off the land, in order to expel thee; but in that case they would not have stayed (therein) after thee, except for a little while.

17:103

فَأَرَادَ أَن يَسْتَفِزَّهُم مِّنَ ٱلْأَرْضِ فَأَغْرَقْنَـٰهُ وَمَن مَّعَهُۥ جَمِيعًا

So he resolved to remove them from the face of the earth: but We did drown him and all who were with him.
