This is the quasi-passive of عرّاهُ, so it is better rendered as being made bare of the clothes, or divesting oneself of them.

[Sometimes the meaning is that he was, or became, bare of his clothes except one or more of his inner garments; and in the same way تعرّى he was made, or made himself, bare of his clothes except one or more of his inner garments.]
