maṣdar زَعْمٌ, زُعْمٌ, and زعْمٌ, the first of the dialect of El-Ḥijáz, the second of the dialect of Asad or Benoo-Temeem, the third of the dialect of some of Keys. It is not mentioned in the S nor in the K, apparently because it is well known.
Seebaweyh said, or asserted—زَعَمَ سِيبَوَيْهِ
he said, or asserted, that it was so—زَعَمَ أَنَّهُ كَذَا
he related a piece of information not knowing whether it was true or false—زَعَمَ زَعْمًا
assertion is the conveyer of lying—زَعَمَ مَطِيَّةُ الكَذِبِ
Generally best rendered “he asserted”, since it mostly relates to a thing not certainly known; or simply “he said”.
Either truly or falsely; but it is mostly used of a thing about which there is doubt and which is not certainly known.
El-Marzookee: it is mostly used of what is false, or of what there is doubt or suspicion about; or, as those skilled in the language of the Arabs say, of a thing about which the speaker doubts and does not know whether it may be false.
This is IKoot's explanation.
That is, زَعَمَ is the conveyer of lying — properly the camel, or beast, that serves as the conveyer.
very evil, or bad, is the man's conveyer—بِئْسَ مَطِيَّةُ الرَّجُلِ زَعَمُوا
From a tradition; the conveyer meant is زَعَمُوا.
When a man wants to travel to a country or town, he mounts the camel, or beast, that carries him and journeys until he gains what he wants. So what a speaker prefaces his speech with, and by which he gains his object, when he says زَعَمُوا كَذَا وَكَذَا, is likened to the beast by which he gains what he wants; for زَعَمُوا is generally said only of a narration that has no authority to rest on and contains no proof.
IKh says that الزَّعْمُ is used of what is disapproved, and that some commentators on the Qur'ān say its primary meaning is lying — a meaning also given in the K as the opposite of the first; some say it is used metonymically in this sense. The Qur'ān passage is 6:137.
[And they have said, “This belongs to God,”] with their lying—فَقَالُوا هٰذَا لِلّٰهِ بِزَعْمِهِمْ

Aboo-Dhu-eyb says: [And if you think me such that I used to be ignorant, or to act ignorantly, among you, know that I have bought intelligence, since I was with you, in exchange for ignorance]
shāhidفَإِنْ تُزْعُمِينِى كُنْتُ أَجْهَلُ فِيكُمُفَإِنِّى شَرَيْتُ الحِلْمَ بَعْدَكِ بِالجَهْلِ

Here بَعْدَكِ stands for بَعْدَ عَهْدِى بِكِ. The meaning of تزعمينى is indicated in the TA by the context.

ʿAntarah says: I became enamoured of her unintentionally, or accidentally, while I was slaying her people, eagerly desiring her love; by the life of your father, I swear, this is no occasion for eager desire
shāhid 1عُلِّقْتُهَا عَرَضًا وَأَقْتُلُ قَوْمَهَازَعَمًا لَعَمْرُ أَبِيكَ لَيْسَ بِمَزْعَمِ
. That is: I cannot attain to holding communion of love with her any day while there is this conflict and hostility between the two tribes.
Here لَيْسَ بِمَزْعَمٍ means لَيْسَ بِمَطْمَعٍ; or, as some relate it,
shāhid 2زَعْمًا وَرَبِّ البَيْتِ لَيْسَ بِمَزْعَمِ
[eagerly desiring: by the Lord of the House, that is, the Kaabeh, &c.].
زَعْمًا is expressly said in the TA to be thus, but the metre does not require it.
