maṣdar رَوْغٌ and رَوَغَانٌ.
Said of a fox, and of a man: he turned aside or away from a thing; or he went this way and that, or to the right and left, quickly and with deceit or guile. [Or he turned aside to deceive him who was behind him: for] Er-Rāghib: the primary meaning of رَوْغٌ is turning aside to deceive the one who is behind.
It is said in a proverb:
shāhidرُوغِى جَعَارِ وَ ٱنْظُرِى أَيْنَ المَفِرْ
[for المَفِرُّ, that is, Turn aside, or go this way and that, O she-hyena, and look where the place is to which to flee: or, as some relate it, the first word is رُوعِى; see art. جعر].
[Freytag seems to have found المعز for المفر, and has explained رُوغِى جَعَارِ as meaning “Vide ubi capræ sint, hyæna!”]

[He deviates from the truth, or from that which is right or just]—هُوَ يَرُوغُ عَنِ الحَقِّ

According to Fr, راغ is not said of one who has come back unless he hid his return.

Qur’ān 51:26. Or the meaning is: he returned to his family hiding his return.
Qur’ān 37:91. Or he struck them because of the oath he had sworn, as though the رَوْغ in this case lay in his using a pretext against them so that he might do to their gods what he did; or the meaning is, he advanced against them.
