[you have indeed ascended a difficult place of ascent]—لَقَدِ ٱرْتَقَيْتَ مُرْتَقًى صَعْبًا
ارتقى is transitive in the same way, without فى.
1.1.1ascend and go on [according to your limping, that is,] as far as you are able—اِرْقَ عَلَى ظَلْعِكَ
And do not impose on yourself what you are not able to perform.
Instead of اِرْقَ, some say اِرْقَأْ; some say اِرْقِ, from the verb given next; and some, ق. See 1 in art. رقأ, and see also art. ظلع.
1.2he charmed him by [invoking] God—رَقَاهُ
maṣdar رُقْيَةٌ, رَقْى, and رُقِىٌّ. Synonymous with عَوَّذَهُ.
Also: he puffed, or sputtered, upon his charm; synonym نَفَثَ فِى عُوذَتِهِ.
[It means he charmed him against such a thing; and also he enchanted him, or fascinated him, by uttering a spell, or by tying knots in a thread, or string, and puffing, or sputtering, upon them, or by both of these actions together: see the second-to-last chapter of the Qur'ān.]

The adjective applied to the performer.
The adjective applied to the person who is the object of the performance.
That is, عَوِّذْنِى — or rather, charm my head against the headache.
Here the verb is made transitive by means of على, because it is as though it carried the meaning of اِقْرّأْ, that is, "recite" a spell, and اُنْفُثْ, that is, "puff", or "sputter", upon knots.

أَوْ يَكُونَ لَكَ بَيْتٌ مِّن زُخْرُفٍ أَوْ تَرْقَىٰ فِى ٱلسَّمَآءِ وَلَن نُّؤْمِنَ لِرُقِيِّكَ حَتَّىٰ تُنَزِّلَ عَلَيْنَا كِتَـٰبًا نَّقْرَؤُهُۥ ۗ قُلْ سُبْحَانَ رَبِّى هَلْ كُنتُ إِلَّا بَشَرًا رَّسُولًا"Or thou have a house adorned with gold, or thou mount a ladder right into the skies. No, we shall not even believe in thy mounting until thou send down to us a book that we could read." Say: "Glory to my Lord! Am I aught but a man,- a messenger?"
