maṣdarرَعْىٌ مُرَاعَاةٌ رِعَايَةٌmuḍāriʿتَرْعَى أَرْعَاهَا

Core sense — the cattle pastured; he tended cattle; he guarded, or was mindful of, himgenerated

ترعّت is used in the same sense.

the cattle pastured upon the herbageرَعَتِ المَاشِيَةُ الكَلَأَ

[and مَرْعًى]; ارتعت and ترعّت all mean the same.

he pastured upon the herbage by himselfرَعَى الكَلَأَ بِنَفْسِهِ

Said of a camel. ارتعى is used in the same way.

The saying of 'Áïsheh فَإِنْ كَانَتْ تَرْعَى مَا هُنَالِكَ alludes to the feeling, or touching, of the فَرْج itself.

1.2I kept, or tended, or led to pasture, the camels, or the cattle, or the sheep or goatsرَعَيْتُ الإِبِلَ

Er-Rāghib: رَعْىٌ also means keeping, or tending, animals; pasturing or feeding them; and defending them from the enemy.

One also says المَاشِيَةَ or الغَنَمَ [and رِعَايَةٌ, as appears from a phrase mentioned below,] and رِعْيَةٌ, or this last is a simple noun from this verb. ارعاها has the same meaning as رَعَاهَا.

his habitual work, or occupation, is the tending, or pasturing, of camelsصِنَاعَتُهُ رِعَايَةُ الإِبِلِ
such a one tends, or pastures, for his fatherفُلَانٌ يَرْعَى أَبِيهِ

That is, يَرْعَى غَنَمَهُ: he tends, or pastures, his father's sheep or goats.

1.2.1I kept, or guarded, himرَعَيْتُهُ

Er-Rāghib: hence, and so also رِعَايَةٌ, the keeping or guarding of a person or thing; being mindful or regardful of him or it; and managing, ruling, or governing him or it.

the prince ruled, or governed, his subjectsرَعَى الأَمِيرُ رَعِيَّتَهُ

Said of a ruler or governor, or a prince or commander, who manages, conducts, orders, or regulates the affairs of the people.

I beg God's keeping, or guarding, for youرَعْيًا لَكَ

That is, رَعَاكَ ٱللّٰهُ: may God keep you, or guard you.

he was mindful, or regardful, of his affair, or caseرَعَى أَمْرَهُ

[and رِعَايَةٌ]; راعى امره, has the same meaning.

the guarding of palm-treesرِعَآءٌ

Apparently a maṣdar of راعى.

but they did not observe it with its right, or due, observanceفَمَا رَعَوْهَا حَقَّ رِعَايَتِهَا
I was mindful, regardful, or observant, of what was due to himرَعَيْتُ عَلَيْهِ حُرْمَتَهُ

In the Qur-án 57:27: they were not mindful, watchful, observant, or regardful of it in the right, or due, manner.

the word used is حرمة, meaning what was entitled to reverence, respect, honour, or defence, in his character and belongings.

In the same way مُرَاعَاةٌ الحُقُوقِ, mentioned in the S, means being mindful, regardful, or observant, of rights, or dues; and that phrase comes from the verb next mentioned.

I regarded him; I paid regard to him, acting well to him and doing good to himرَاعَيْتُهُ

[Hence also, رُوعِىَ فِيهِ كَذَا Regard is had, in it (in the meaning of a word or phrase), to such a thing, as alluded to in it.]

Then, in their wake, We followed them up with (others of) Our messengers: We sent after them Jesus the son of Mary, and bestowed on him the Gospel; and We ordained in the hearts of those who followed him Compassion and Mercy. But the Monasticism which they invented for themselves, We did not prescribe for them: (We commanded) only the seeking for the Good Pleasure of Allah; but that they did not foster as they should have done. Yet We bestowed, on those among them who believed, their (due) reward, but many of them are rebellious transgressors.

And فُلَانٌ يَرْعَى أَبِيهِ [Such a one tends, or pastures, for his father;] i. e. يَرْعَى غَنَمَهُ [tends, or pastures, his father's sheep or goats]. (S.) And رَعَى أَمْرَهُ , (K,) inf. n. رَعْىٌ (TA) [and رِعَايَةٌ ], He was mindful, or regardful, of his affair, or case; as also راعى امره , (K, TA,) inf. n. مُرَاعَاةٌ . (TA.) And رِعَآءٌ [app. as an inf. n. of راعى ] signifies The guarding of palm-trees. (TA.) فَمَا رَعَوْهَا حَقَّ رِعَايَتِهَا , in the Kur [lvii. 27], means But they did not observe it with its right, or due, observance; were not mindful, watchful, observant, or regardful, of it, in the right, or due, manner of being so. (TA.) You say also, رَعَيْتُ عَلَيْهِ حُرْمَتَهُ , inf. n. رِعَايَةٌ , (ISk, S,) i. e. 1 was mindful, regardful, or observant, of his حرمة [meaning of what was entitled to reverence, respect, honour, or defence, in his character and appertenances]: and in like manner, مُرَاعَاةٌ الحُقُوقِ , mentioned in the S, means The being mindful, regardful, or observant, of rights, or dues. This last phrase is from رَاعَيْتُهُ , inf. n. مُرَاعَاةٌ , (TA,) which means I regarded him; had regard, or an eye, to him; or paid regard, or consideration, to him; (S, Msb, K, TA;) acting, or behaving, well to him; doing good to him; or conferring a benefit, or benefits, upon him. (K, TA.) [Hence also, رُوعِىَ فِيهِ كَذَا Regard is had, in it, (the meaning of a word or phrase,) to such a thing, as alluded to therein.] And رَاعَيْتُ الأَمْرَ , (S, K,) inf. n. مُرَاعَاةٌ , (TA,) signifies also I looked to see what would be the issue, or result, of the affair, or case. (S.) أَرْعَى النُّجومَ وَمَا كُلِّفْتُ رِعْيَتَهَا | وَتَارَةً أَتَغَشَّى فَضْلَ أَطْمَارِى رِعَايَةٌ also signifies The being faithful to an engagement, or promise; syn. وَفَآءٌ . (Mgh. [See رَاعٍ , below; last sentence.])

Of the Jews there are those who displace words from their (right) places, and say: "We hear and we disobey"; and "Hear what is not Heard"; and "Ra'ina"; with a twist of their tongues and a slander to Faith. If only they had said: "What hear and we obey"; and "Do hear"; and "Do look at us"; it would have been better for them, and more proper; but Allah hath cursed them for their Unbelief; and but few of them will believe.

Said of God, it means he caused to grow, for the cattle, what they might pasture upon.

As though المَاشِيَةَ or the like were understood, that is, as though the land fed abundantly. راعت الأَرْضُ in this sense is wrong.

he made the place to be a pasturage for himارعاهُ المَكَانَ
4.1.1I gave ear, hearkened, or listened, to himأَرعَيْتُهُ سَمْعِى
hearken, or listen, to my speechأَرْعِنِى سَمْعَكَ

Er-Rāghib: I made my ear, or ears, mindful of his speech.

رَاعِنِى has the same meaning.

Hence رَاعِنَا in the Qur-án 2:98 and 4:48. Akh says that it is of the form فَاعِلْنَا, from المُرَاعَاةُ, and means أَرْعِنَا سَمْعَكَ, the ى having gone away because it is an imperative; he says also that it is read رَاعِنًا as an object, from الرُّعُونَةُ. See the article رعن. The reading in Ibn-Mes'ood's copy of the Qur-án is رَاعُونَا.

he will not pay any regard, or attention, to the saying of anyoneهُوَ لَا يُرْعِى إِلَى قَوْلِ أَحَدٍ
4.1.2I showed mercy to him; I had mercy on him; I pitied himأَرْعَيْتُ عَلَيْهِ

Synonymous with أَبْقَيْتُ عَلَيْهِ and تَرَحَّمْتُهُ.

Aboo-Dahbal says:

shāhid
إِنْ كَانَ هٰذَا السِّحْرُ مِنْكِ فَلَاتُرْعِى عَلَىَّ وَجَدِّدِى سِحْرَا

[apparently meaning: if this enchantment is from you, then do not spare me, but renew the enchantment]

It seems to be cited there as an instance of the verb's taking a second object, for which I see no reason. It follows the statement that one says أَرْعَى عَلَيْهِ كَذَا, meaning ابقى, and that the verb is made transitive by means of على, as properly meaning ارعاه متطلعا عليه; but I have no doubt that the correct reading is أَرْعَاهُ مُطَّلِعًا عَلَيْهِ, that is, he showed mercy to him, coming to him, or getting sight and knowledge of him.

المُرَاعَآةُ, or المُرَاعَاةُ عَلَى الشَّىْءِ, also means الإِبْقَآءُ عَلَى الشَّىْءِ.

(S, K.) Aboo-Dahbal says, 1 [app. meaning If this enchantment be from thee, then spare me not, but renew enchantment]. (TA. It is said in a proverb, مَرْعًى وَلَا كَالسَّعْدَانِ [Pasture, but not like the سعدان; see the article سعد].

The head in question is الحَوَّآء, that is, Ophiuchus; the star on the head of الحاوى — a mistranscription in my manuscript for الجَاثِى, that is, Hercules, the star a — is called كَلْبُ الرَّاعِى.

Also the star on the left leg of Cepheus; between whose legs is a star, apparently k, that is called كَلْبُ الرَّاعِى.

From their longitudes it seems that these two stars are the same as those meant by what follows: الكَلْبُ [or كَلْبُ الرَّاعِى] is a certain star opposite الدَّلْو, or Aquarius, which is below; in its path is a red star — or perhaps another, reading آخَر instead of أَحْمَر — called الرَّاعِى. See the article كلب.

According to Freytag, رَاعِى الجَوْزَآءِ is the name of a star otherwise called the Foot of Orion, and رَاعِى النَّعَائِمِ the name of the star in Sagittarius; see Ideler's “Untersuch. über den Ursprung etc. der Sternnamen,” pages 213 and 226 for the former, and page 187 for the latter.
