Qur’ān 9:5 the verse Lane’s citation points to, and it uses this root

1.1.1he, or it, confined, imprisoned, detained, restrained, or prevented him—حَصَرَهُ
Muḍāriʿ حَصُرَ and حَصِرَ. (A O, Aboo-'Amr Esh-Sheybánee) Also أَحْصَرَهُ, according to Aboo-'Amr Esh-Sheybánee; or a distinction should be made between these two forms, as appears below.
Said of a hostile party, and of a disease: it detained, restrained, or prevented him from journeying and the like; also احصرهُ. Or the latter means it (disease) prevented him from journeying, or from something he wanted — so in the Kur 2:192 — or, more properly, it (disease, or urine) made him restrain himself.
Or إِحْصَارٌ means being prevented from attending the rites and ceremonies of the pilgrimage, by disease or the like. Or أُحْصِرَ is said when a man is turned back from a course he wanted, and حُصِرَ when he is confined or restrained. (Yoo)
Fr: the Arabs say, of a man whom fear or disease prevents from completing his pilgrimage or his عُمْرَة, and of anyone who is not forcibly constrained, as by imprisonment or by enchantment, أُحْصِرَ; and of a man imprisoned or restrained by a Sultán, or by one who overpowers him, حُصِرَ. This distinction is kept by them. But if you mean that the Sultán's constraining power is a preventing cause, and do not refer to the act of the agent, you may say قَدْ أُحْصِرَ الرَّجُلُ; and if you say of a man whom pain or disease makes restrain himself that the disease, or the fear, restrains him, you may say حُصِرَ.
Aboo-Isḥák the Grammarian: the correct rule with the lexicologists is that one says of a man whom fear and disease prevent, أُحْصِرَ, and of a man confined or restrained by another, حُصِرَ; and it is so because a man who holds back from acting freely in an affair restrains himself. Their saying حَصَرْتُهُ means that you have restrained him, not that he has restrained himself; so in this case, when the agent is not mentioned, it is allowable to say أُحْصِرَ.
Z: حُصِرَ عَنْهُ and دُونَهُ [lit. He was withheld from it] are said when a man is ashamed at a thing and leaves it or holds back from it, or when he is unable to do a thing, or finds what he wants hard to reach. See also حَصِرَ below.
I restricted the division of the property among the creditors—حَصَرْتُ الغُرَمَآءَ فِى المَالِ
That is, حَصَرْتُ قِسْمَةَ المَالِ فِى الغُرَمَآءِ: the prevention is not against them, but against others, who would otherwise share with them in the property. The phrase is inverted, like أَدْخَلْتُ القَبْرَ المَيِّتَ.

Qur’ān 2:196 the verse Lane’s citation points to, and it uses this root

But if ye are prevented (From completing it), send an offering for sacrifice, such as ye may find, and do not shave your heads until the offering reaches the place of sacrifice. And if any of you is ill, or has an ailment in his scalp, (Necessitating shaving), (He should) in compensation either fast, or feed the poor, or offer sacrifice; and when ye are in peaceful conditions (again), if any one wishes to continue the 'umra on to the hajj, He must make an offering, such as he can afford, but if he cannot afford it, He should fast three days during the hajj and seven days on his return, Making ten days in all. This is for those whose household is not in (the precincts of) the Sacred Mosque. And fear Allah, and know that Allah Is strict in punishment.Abdullah Yusuf Ali, The Holy Qur’ān (1934)
1.1.2he took the whole of it, keeping it for himself alone; he acquired it—حَصَرَهُ
.
1.1.3he (a man) suffered suppression of the feces, or constipation of the bowels—حُصِرَ
Also أُحْصِرَ, or حُصِرَ بِغَائِطِهِ and أُحْصِرَ, or حُصِرَ عَلَيْهِ خَلَاؤُهُ [and حُصْرٌ, or this last is a simple noun]. (Ibn-Buzurj; Ks)
[Distinguished from أُسِرَ; or] حُصِرَ عَلَيْهِ بَوْلُهُ means he suffered suppression of his urine. (Ibn-Buzurj)
1.2she (a camel) had a narrow orifice to the teat—حَصَرَتْ
Intransitive, with fet-h [to the ص]; also أَحْصَرَتْ.
it (the orifice of her teat) became narrow—حَصُرَ
also حَصِرَ; and أَحْصَرَ, or أُحْصِرَ.
1.2.1he could not say what he wanted to say; he faltered in speech—حَصِرَ
. This happens by reason of shame and confusion of mind, or some other passing cause, and in that alone it differs from عَيِىَ.
he faltered, or was impeded, and could not go on in reading, or recitation—حَصِرَ فِى القِرَآءَةِ
he was ashamed, and cut short—حَصِرَ
as though the affair straitened him the way a prison straitens the prisoner.
he was impeded, and was unable to do it—حَصِرَ عَنْهُ
he kept from sexual intercourse with the woman, though able to enjoy it—حَصِرَ عَنِ المَرْأَةِ
. Or حَصِرَ عَنْ أَهْلِهِ, or عَنِ النِّسَآءِ: he was prevented by impotence from intercourse with his wife, or with women.
1.2.2he became straitened in his bosom; his bosom became straitened—حَصِرَ
Also حَصِرَ صَدْرُهُ.
who come to you, their bosoms shrinking from fighting you—أَوْ جَاؤُوكُمْ حَصِرَتْ صُدُورُهُمْ أَنْ يُقَاتِلُوكُمْ
In the Kur 4:92; it means عَنْ قِتَالِكُمْ, that is, their bosoms are contracted so that they are incapable of fighting you.
Akh and the Koofees allow that the past tense here may be a denotative of state, but Sb does not allow this use of the past tense except with قَدْ, and he makes حصرت صدورهم an imprecation [meaning: may their bosoms become contracted].
Fr: the Arabs say أَتَانِى فُلَانٌ ذَهَبَ عَقْلُهُ, meaning قَدْ ذهب عقله. Zj says that Fr makes حصرت a denotative of state, but it is not so except with قد.
Th says that if قد is understood, it comes close to being a denotative of state and becomes like a noun; and some read حَصِرَةً صُدُورُهُمْ. AZ does not allow this use of the past tense unless it is preceded by وَ or قد.
1.2.3he vomited—حَصِرَ
Used by itself in this sense.
1.2.4
He became affected with a disease, or malady, by a thing.
1.2.5the party drank, and such a one was stingy towards them—شَرِبَ القَوْمُ فَحَصِرَ عَلَيْهِمْ فُلَانٌ
He was, or became, stingy, miserly, or avaricious.
That is, he spent nothing on those who drank with him.
1.2.6he concealed the secret; he kept from divulging it—حَصِرَ بِالسِّرِّ
Hence this use.
1.3he bound a حِصَار, or a مِحْصَرَة, on the camel—حَصَرَ البَعِيرَ
Muḍāriʿ حَصُرَ and حَصِرَ; also احتصره.
Also: he made for, or put on, the camel a حِصَار; also احصرهُ.
