muḍāriʿـِيَفْعِلُmaṣdarتَمَامٌ

maṣdar تَمَامٌ or تِمَامٌ or both, and تُمَامٌ, تَمَامَةٌ, تِمَامَةٌ, تمُّ, تَمٌّ, and تُمٌّ; of these last three the first is said to be the most chaste.
[The thing was, or became, complete, entire, whole, or full, that is, free from deficiency; and sometimes, the thing was, or became, consummate, or perfect, a meaning more properly expressed by كَمَلَ.]
According to the author of the K, as is shown in art. كمل, and according to some others, تَمَامٌ and كَمَالٌ are synonymous; but several authors distinguish them. The former is said to mean that a thing is free from deficiency, and the latter to mean تمام and something more, for instance goodliness, and excellence, essential or accidental; though each is sometimes used in the sense of the other.
Or, as some say, the former necessarily implies previous deficiency, but the latter does not. Or, according to El-Harállee, the latter means the attaining of the utmost point, or degree, in every respect. Or, as Ibn-El-Kemál says, when one says of a thing كَمَلَ, he means that what was desired of it became realized. [See also تَمَامٌ below.]

Aboo-Dhu-eyb says:

[which may be rendered: And he passed the night in Jemʿ (a name of El-Muzdelifeh); then he went to Minè, there completing the ceremonies of the pilgrimage.]
ISd says: I think that by تمّ [or rather تمّ الى منى] he means he completed his pilgrimage.

The fair promise of thy Lord was fulfilled for the Children of Israel, because they had patience and constancy, and We levelled to the ground the great works and fine buildings which Pharaoh and his people erected (with such pride).
7:142
وَوَٰعَدْنَا مُوسَىٰ ثَلَـٰثِينَ لَيْلَةً وَأَتْمَمْنَـٰهَا بِعَشْرٍ فَتَمَّ مِيقَـٰتُ رَبِّهِۦٓ أَرْبَعِينَ لَيْلَةً ۚ وَقَالَ مُوسَىٰ لِأَخِيهِ هَـٰرُونَ ٱخْلُفْنِى فِى قَوْمِى وَأَصْلِحْ وَلَا تَتَّبِعْ سَبِيلَ ٱلْمُفْسِدِينَWe appointed for Moses thirty nights, and completed (the period) with ten (more): thus was completed the term (of communion) with his Lord, forty nights. And Moses had charged his brother Aaron (before he went up): "Act for me amongst my people: Do right, and follow not the way of those who do mischief."
11:119
إِلَّا مَن رَّحِمَ رَبُّكَ ۚ وَلِذَٰلِكَ خَلَقَهُمْ ۗ وَتَمَّتْ كَلِمَةُ رَبِّكَ لَأَمْلَأَنَّ جَهَنَّمَ مِنَ ٱلْجِنَّةِ وَٱلنَّاسِ أَجْمَعِينَExcept those on whom thy Lord hath bestowed His Mercy: and for this did He create them: and the Word of thy Lord shall be fulfilled: "I will fill Hell with jinns and men all together."
