Form 1بَثَّهُ1 sense

Muḍāriʿ بَثُثَ and بَثِثَ; the second of these is irregular, and MF therefore thought it a mistake arising from confusing بَثَّ with بَتَّ, since he knew no authority for it except the K. Maṣdar بَثٌ and ابثّهُ. Also إِبْثَاثٌ, maṣdar بثّثهُ, or this has an intensive meaning; and بَثْبَثَهُ.

he dispersed the army in the provinces—بَثَّ الجُنْدَ فِي البِلَادِ

In all of these: he spread it; he dispersed, scattered, or disseminated it — a thing, or news, tidings, or information.

God dispersed mankind, or the beings whom He created—بَثَّ ٱللّٰهُ الخَلْقَ

with فِي الأَرْضِ, [in the earth]. Or the meaning is: God created them.

And in the creation of yourselves and the fact that animals are scattered (through the earth), are Signs for those of assured Faith.
